Hi there, I would recommend contacting Tara in Dog Training Ireland, she is really lovely and great with advice. There are alot of courses there which she would be able to suggest to you and choose the best one for your dog. I would suspect that your dog would need some kind of training and then something like socialising with other dogs after the training would work well. Other then contacting Tara, your local vet is always a great person to get advise from. Best of luck with it.

Going by what I have read on the internet, if a dog attacks people/other dogs etc. it usually means that they were hurt or attacked themselves and are now in defensive mode which means that they attack before they give anyone else a chance to attack. My own dog Holly was attacked by another dog as a puppy and ever since then she gets very aggressive with other dogs. When I bring her to the park now I let her off her lead and when another dog approaches I say no in a very firm voice so that she knows not to go near the other dog, then I will sometimes call the other dog over and rub them while I hold Holly in my other hand. If she behaves herself and doesn't bite then I give her loads of praise, and if she gets aggressive then I put her back on her lead and stop playing with her for a while. She's picked it up very quickly and is now friendly with nearly every dog that we meet. In relation to people, I think the best thing is for people to ignore her at first, tell people that she doesn't know not to rub or speak to her and she won't see them as a threat. When someone wants to rub her they should give her a treat first, this way she will learn that it is a positive association. Hope this helps.
